North of the Mall on a tiny peninsula is Floodtown. By far the smallest district, Floodtown is home to the Ghosts, a xenophobic and esoteric gang. Floodtown was constructed by the New Blue Day Church shortly after global unification. The New Blue Day was a cult who believed a flood of biblical proportions would scour the earth of the wicked and built the city on stilts in order to survive its coming. After the cult disintegrated the Floodtown Ghosts took up residence. They allow very few within their district and fewer still up into the spires of Floodtown.
